Mont-Lozère Community of Municipalities: Creation of an institutional website

The Mont Lozère Community of Municipalities was formed through the merger of the Goulet-Mont Lozère Community of Municipalities and the Villefort Community of Municipalities. It comprises 21 municipalities, two of which are located in the Gard department. This new entity was created as part of the implementation of the NOTRe law, which took effect on January 1, 2017.

Located in the heart of the Cévennes National Park, the Mont Lozère Community of Municipalities brings together villages rich in natural, cultural, and architectural heritage. This territorial diversity presents a challenge in terms of communication and local cohesion. It is in this context that the creation of a clear, accessible institutional website tailored to the needs of residents takes on its full significance. Such a tool not only centralizes useful information but also highlights the region’s unique characteristics for both residents and visitors.

An Institutional Framework Conducive to the Development of Digital Tools

The NOTRe Law (New Territorial Organization of the Republic), enacted in 2015, has profoundly reorganized the distribution of responsibilities among local governments. By strengthening the role of regions and intermunicipal bodies, it has enabled better coordination of public policies, particularly in the areas of economic development, land use planning, and service management. This clarification of roles and increased pooling of resources have led many local governments to rethink their institutional communication and online presence. In this context, the creation of modern, accessible, and well-structured institutional websites has become an essential tool for strengthening the bond between government agencies and citizens, promoting local expertise, and facilitating access to public services.

Unlike e-commerce sites or personal blogs, the primary purpose of an institutional website is to provide official information and enhance the organization’s credibility.

Powers and Responsibilities of the Community of Communes

The Mont Lozère Community of Municipalities exercises a wide range of responsibilities entrusted to it under the NOTRe Act. It is involved in particular in land use planning, local economic development, waste management, road maintenance, children and youth services, and the promotion of tourism and heritage. It thus plays a strategic role in coordinating inter-municipal actions and implementing projects that shape the region. In the spirit of transparency and community engagement, creating an effective institutional website is essential for informing citizens, sharing deliberations, presenting public services, and encouraging residents’ participation in local life.

A professional project undertaken as part of my degree program

The creation of the Mont Lozère Community of Municipalities’ institutional website was part of my CNEA Professional Bachelor’s Degree in Digital Communication and E-Business, offered by the University of Perpignan Via Domitia in Mende (now affiliated with the University of Nîmes). This versatile program, focused on web development, digital communication, and digital project management, included a 3- to 6-month internship in the field of information technology. I first completed a two-month internship at AFA Multimédia, before spending three months developing the community of municipalities’ institutional website. I was entrusted with this project entirely on my own, with full responsibility for the design, integration, and deployment of the site. If needed, however, I could seek guidance from a digital communications expert at the Villefort Tourist Office. This experience allowed me to apply my technical skills in a real-world setting, meeting the specific requirements of a local government. It now serves as a significant highlight in my portfolio regarding institutional website development.
